"special report" online. halloween edition starts right now. >> shepard: this is the fox report. tonight, an unlikely duo tours the damage in new jersey as new yorkers try to get back to work after sandy but life is anything but normal. a live look coming now across the hudson in new jersey. half of the city in the dark, including the financial district. where the markets opened today for the first time after the storm. a deficit stated region begins to crawl back to life. >> we have a ways to go but we're beginning to make some real progress. two days after sandy hits the northeast like a sledge hammer

the rescues continue. homeowners up and down the east coast now getting their first look at towns that may never be the same again. tonight, president obama surveys the damage in new jersey. >> our hearts go out to the families who have lost loved ones. >> and promises that relief is on the way. plus, remember the election? >> i know we have huge challenges. but i'm not trend by them. >> shepard: with less than a week to go until the next goes to the polls, governor romney jumps back on the campaign trail. but first from fox this wednesday night, assessing the damage after the unprecedented storm and with each hour the full scope of sandy's destruction is becoming clearer. earlier today, president obama toured the destruction in atlantic city and really up and down the jersey shore with the jersey governor chris christie. republic and democrat working together. we'll have more on that in a minute. as you know this storm affected tens of millions of people up and down the east

coast, as far as inland as chicago. the hardest hit states by far, new jersey and then new york. this is new video of an nypd helicopter crew rescuing stranded people off the roof of a house in staten island. the home surrounded by some pretty deep water. and, remember these pictures of the firestorm. breezy point section of queens. they are really stunning. it burned out of control for hours on the night of the storm. we'll take a look at these new and staggering aerials of the aftermath. about 100 homes in the middle class community burned to the ground. witnesses say it looks like a world war ii bomb attack aftermath. today, new york's governor and drew cuomo says the state is doing everything it can to help. >> i can assure you everyone is doing everything they can. they are all working very, very hard. but these are significant challenges that we're facing. and problems in many cases that we have never experienced before or not in a generation.

so, patience and tolerance would be appreciated. >> shepard: they are already seeming to run thin. in jersey some the most famous beach towns in the northeast are in ruin. even if you have never been to new jersey you have probably heard to half of them because of bruce springsteen. seaside heights new jersey, famous amusement park and board walk destroyed. star jet roller coaster in the ocean about. five miles to the north a bunch of busted gas mains caused on fire or catching on fire and then exploded. nearly every home in that town reportedly damaged or done with. this afternoon governor his city visited with the tearful residents of the town of saraville, not far outside of new york city. >> >> will make -- we'll rebuild. [crying] >> we're tough folks. >> shepard: and look at this.

south amvoy. sitting on train tracks. team fox coverage for you again tonight. general than hunt has more in the situation in the badly hit down of hoboken, new jersey. there is ed henry who has more on the president's tour of the devastation. first to rick leventhal live on the beach town of new jersey, rick, broken gas mains are a big problem there are too, right? >> absolutely, residents not being allowed back in because it's not safe here. many of the homes pushed off foundations. smell the gas lines. we could smell the gas when we got here this morning. we have watched utility crews capping to avoid the fires and explosions we have been seeing. we have seen other crews with heavy equipment moving some of the five feet of sand that was piled up on the streets here. hundreds of homes heavily damaged or destroyed. and a strange site on our way here from point pleasant

beach. we saw boats on commuter train tracks that run near the coast. washed up by sturgeon. rail service has obviously been suspended and can't resume until those tracks are cleared and inspected, shepard. >> shepard: a lot about the homes, rick. but businesses are in ruins, too. anyone who knows gee gee the famous restaurant. destroyed. board walk about a mile long path of asphalt also completely destroyed. and another boat issue, we saw several boats on a bridge here that were washed up out of dry dock storage by that surge glimmer glass draw bridge. we have been told that a county engineer says that bring is not structurally stable anymore. it's not clear if or when it can reopen. the mayor says this town was beautiful. now it's shot. but, shepard, he says it will be back.

rick leventhal thanks so much. chris christie is about to give a briefing on the state of affairs this the state of new jersey. we will dip into that as it comes along as fox reports live tonight. speaking of long. the lines for gas are. after a hurricane storm it's always like this. my god, they are miles long in some cases wherever gas stations are open in the hardest hit areas many folks report running low on fuel as they search for more. >> if you drive around in circles you can run out of gas faster. sitting in line in the truck it burned about 5 gallons of gas just sitting here. i got out and walked up with the cans. >> reports on the new york and new jersey area indicate more than half of all gas stations are still closed. >> president obama says the federal government will be in new jersey for the long haul. that's the quote from toted. the president visited from the

state to seat damage from himself. took a helicopter tour with governor chris christie. shelter and met with victims of the storm. >> we are here for you. we will not forget. we will follow up to make sure that you get all the help that you need until you have rebuilt. >> shepard: as has been discussed himself and governor christie are rivals on the campaign trail but not here. they are on the side of the people. evidence henry tonight. quite a trip. ran a little bit long. what did the president learn. >> he learned about the utter devastation on the ground there, shep. as you noted, this is unlikely duo, democrat facing the voters and incumbent just six days from now with the republic who gave the keynote address at the republic national convention just two months ago trying trying to ousm from office. they bonded together as they went to a community center where people there in new jersey who don't have homes anywhere have been sleeping in this shelter, looking for hot meals. looking to charge their devices and appliances and whatnot. and after seeing those people,

the president and the governor came out and bonded together. take a listen. >> we want to make sure people have realistic expectations. what i can promise you is that the federal government will be working as closely as possible with the state and local officials and we will not quit until this is done. >> i'm pleased to report that he has sprung into action immediately to help get us those things while we were in the car riding together. so i want to thank him for that. he has worked incredibly closely with me since before the storm hit. >> not words you would expect from one of mitt romney's top surrogates. the bottom line is they did come together. the governor needs federal aid. the president made clear when they did a helicopter tour of over be a hour on marine one the governor and the president together. the president after that told the governor he has instructed his staff to make sure any governor, mayor, local official that needs help gets a phone call back within about 10 minutes, shep. >> shepard: my understanding, ed, and correct me if i am

wrong that there was discussion about new york and mayor bloomberg of new york city said that's not necessary? >> yeah. the white house version of that is that the bottom line is that they reached out to mayor bloomberg and said would it be helpful or not for us to come there? they deal with that any time a president travels around. especially after a disaster. just drawing police officers to him, protecting him instead of helping people who need it. mayor bloomberg indicated it would be better to get the help to the people. that's why the president stayed away. he he reached out to governor christie, he said come on by, i want you to see this. again, the governor needs federal aid. he he wanted the president to see this upclose. the campaign, by the way will go on tomorrow. the president back on the road wisconsin, nevada, the day after that in battleground ohio. he took three days off the campaign trail but right back at it, shep. >> shepard: governor romney back on the campaign trail tonight after turning his rallies into charity events to help storm victims. we have brand new fox news poll that shows exactly where the race stands tonight and we'll have that for you in detail. plus, the national guard is on

>> shepard: downed power lines making traffic a real nightmare in the hardest hit areas. here in new york city, traffic jams like you cannot imagine oh my god. >> this is a live look on sixth avenue in front of our studios. may not look like it at the moment. reportedly looks like this all over manhattan and especially downtown. much of the city is in the dark. about 80 blocks of the city and from side to side mlts of commuters enduring hours long bus trips and bumper to bumper traffic. sometimes four hours to get

across a bridge or tunnel. the city still figuring out how to fix the subway and train systems. many of the tunnels that carry the trains are still flooded. in fact, the one that goes for the path train over to new jersey, five miles long, completely filled, they tell us. but here in the city, fortunately mayor bloomberg says some relief is on the way. >> bus service will continue and to increased limited subway service may actually return tomorrow this certainly will not be service below 34th street in manhattan where there is no power and the mta workers are working extremely hard to get the water out of the tunnels and stations. >> it is a herculean task across the river in hoboken, new jersey things are not much better 20,000 people are still reportedly stranded there. some residents say they are furious with the mayor because of a lack of food and water. in fact, one guy told the associated press that he floated to city hall on an air mattress so he could give her a piece of his mind. "the fox report's" jonathan hunt is live for us across the

river tonight. wow, what a picture behind you. rescues still going on there, huh? it's proving to be a long and difficult process getting to those still stranded by what are very deep floodwaters on many of the streets here in hoboken tonight, shep. national guard early this morning trucks and boats getting to many as many people as they can. we saw some of those being brought back into the safety of the city hall area earlier today. very relieved to be out of what are dire situations for so so many people. and just a short time ago the mayor spoke about this rescue effort. listen. we have gotten going out with pay loaders and going in with the equipment that we can we had two pay loaders and those pay loaders were the only things that we could use to get to our residents. >> they are not getting to everybody by any means yet,

shep. we heard from one family, friends of one of our producers at fox news, they are still stuck in their home monroe street in hoboken without any power, food, or water. 23 month old and 6 month old. it's getting very cold here tonight. >> 20's tonight. 30's tomorrow night. you are on the jersey side of the river. behind you in the city, explain to people what's back there. extraordinary to see tonight as darkness fell, shep. let me let you take a look at this. you are looking down there at the southern tip of manhattan where you can see those few lights around the world trade center and battery park. and then as we pan north, almost total darkness in the neighborhoods as we go north tribeca, the west village, meat packing district, chelsey and eventually you get to mid down, town, manhattan where you finally get like the iconic image of the empire

state building and the lights of times square that is where manhattan life approaching normal tonight. half of the greatest city in the world still remains in darkness, shep. the mayor hopes to have electricity to 80 or 90 blocks or so maybe by the weekend. maybe. maybe by the weekend is what we're told that is a long time for these people too survive down there without any light, any power whatsoever there are a lot of people doing what they can. we heard about one restaurant down in the meat packing district. they said their steaks were all going to go bad because they had no power. they set up a gas grill outside. started sell a normally $47 ribeye for about 10 bucks. so people are doing what they can in true new york fashion, shep. >> jonathan, i'm going to wait and watch that pan out as he pans to the right. look at all of that in lower

manhattan as we go back to pick up jonathan. absolutely pitch black for the third night in the row. it is very difficult to get by down there. refugees from the lower end of manhattan going up east side for -- to visit friends for the first time. downtowners don't visit up east very often, do they, johnny? >> no. they don't. with very good reason. the upper east side is a strange breed with a lot of downtown manhattanites. they will be staying up there for a few days, shep. >> shepard: going to have to. jonathan hunt across the river in hoboken, new jersey. great stuff all week, thanks so much. the sandy's floodwaters may have left the city's under ground population. rat population with nowhere to go but up. word that estimated 28 million rats is that live in the subway system. i wonder who counted them. could soon hit the streets in droves. they are notoriously invincible.

foxnews.com. molly how is it looking on a cold dark night in new jersey. >> it is cold and there are a lot of people in the dark tonight, shep. this is the big reason why. the enormous trees have come down all over the township. what we're used to seeing in these storms are the trees down on top of cars. today we are seeing the trucks on top of the trees. this massive tree system came down the big roots pulling up the driveway and this truck right along with it this truck actually landed in someone's yard. not all the other homes in this area were as fortunate. major tree damage all over right into homes. all over this township and nearby. that's why these wires are coming down and why as chris christie restore power. monster trees, shep? >> shepard: molly, as is the case after so many major natural disasters, it's hard to get gas, isn't it? >> it is truly tough. incredibly difficult. we talked to a the love people waiting in those long lines today. in some cases the waits were hours long.

and in other cases there were reports that people would wait in line for a while and then the gas station would run out. that's going to be a major problem in the coming days. can i hear a lot of generators in this neighborhood and a lot of people are going to want to keep those on. shep? >> shepard: molly line down along the jersey shore. thanks so much. new poll. a brand new fox news poll shows the presidential race a dead heat with election day six days away take a look 46%, to 46%. one point gain for the president but still a statistical tie. governor mitt romney on the campaign trail to take a break to focus on super storm sandy. is he still asking supporters at his rally to donate to the relief effort. the white house reports the president will start campaigning again tomorrow. who better than campaign carl cammeron live in jacksonville, florida where governor romney is about to have another rally. what did he have to say today,

carl? >> on the trail talking about own agenda to talk about 12 million job. champion small business. never actually mentioned for barack obama. contributions as he has since sandy was beginning to bear down. here is a sampling of afternoon event at miami university. at the university of miami in coral gables, watch. >> our thoughts and prayers go to them. if you have the capacity to send a dollar or two or more to people there, you can send that to the red cross or salvation army or any other group but i want you to know that that's one of the great characteristics of our people we come together in times of trial. that reference to unity in times of natural disaster mr. romney has used to dove tail into a plea for bipartisanship. arguing that for him to

accomplish some of the goals that he has laid out in terms it of balancing the budget and trying to deal with the nation's economic challenges, it will take by part san coochings. he has been promising to reach across the aisle and giving examples in massachusetts capacity to do that making the argument without naming the president that his promise of hope and change northwesterly materialized. >> shepard: change in the works here. either the romney campaign sees an opening in three states that look like obama states or trying to get obama campaign to spend money in those states or maybe both. what is it? >> talking about three predominantly blue states won by president obama where the polls have always trended towards democrats this year. not towards mr. romney and the g.o.p. pennsylvania, minnesota, and michigan. romney's home state. in the last few days, there have been a handful of polls that the gap has narrowed and romney made ground and come within the margin of error in those states and now he has begun to advertise.

these are states the obama campaign is very very confident about. david action sell rod said he would shave his mustache off if he lost any of them. that's a staches has had for 40 years. tough hurdle for mr. romney to clear in ohio. in the last 48 hours or so there have been seven polls. all of them have suggested that mr. obama is up within the margin of error by a couple of points on mitt romney. most scenarios, romney can't win without winning here in florida as well as without ohio. so, one of the schools of thought is that the romney camp is trying to hedge against a possible defeat in ohio by expanding the battlefield or trying to into those three blue states. the obama campaign isn't buying it. as we head into the final six days it's very clear it's going to go right down to the wire with anybody's guess in some of the battleground states in the quest for 270 electoral votes. national polls s. tied as is some of those battleground states even with the margin of

error. shep? >> shepard: carl cammeron in jacksonville florida tonight. little relief for air travelers coming in and out of the nation's airspace after sandy. earlier today two of new york's airports reopened on a limited basis. jfk and newark liberty international across the river in jersey. port authority which runs all the airports is urging folks to call airlines for information. laguardia airport scheduled to reopen tomorrow morning. again, very limited and it's pretty amazing when you consider it looked like this. under water as recently as yesterday. the storm that produced floods all along the coast brought snow. look at west virginia. emergency officials report the weight of the snow caused 8 buildings to collapse and foreclosures more rain on the way. meteorologist rick reichmuth more on the weather pattern ahead. cold for everybody. cold for people for people without power.

only into the mid 40s here back across parts of the appalachian. and low 50s all across parts of the total areas. as far as more precipitation. a little bit left from the storm that we're dealing with maybe up to a half an inch of precipitation. maybe a little bit of snow ajoss carries areas of the higher elevations. move forward sunday and monday. you start to see a storm brew down here. potentially a storm you are going to watch on election day. not a big storm. not like we dealt with could make things become difficult come next tuesday. >> shepard: rick reichmuth in the weather center. as sandy was bearing down on new york, a huge explosion lit up the sky. look at this. [bleep] >> shepard: crazy, right? amateur video of the blast of a power substation on monday night in manhattan. officials say it cut power to more than 300,000 customers. maybe as many as a million

people. they are just some of the millions of people across the country who still don't have any electricity. update just ahead as fox reports live tonight.

damage. mike tobin is in cleveland tonight. what's going on with the great lakes, mike? >> well, you know, shep, at this moment the winds seemed to have really calmed down and seem to just be getting calmer. at the peak of the storm they equalled that of a weak hurricane. the coast guard says the coast of lake erie really got it the worst. out here just about every dock sustained some damage. 30 boats sank in the harbor. another 25 boats are missing in england. power lines and take out big sections of the grid. a lot of stop lights are out. traffic is snarled. the cuyahoga river here in cleveland right now is 2 feet above flood stage and only going up as the rain continues to come down. shep? >> shepard: all right. thanks very much. mike tobin on the banks of the ck, more than 6 million homes and businesses still had no power thanks to this super storm. that's down from a outages affecting people in more than a dozen states.

south and west of the capital. how bad is this there, steve? shep the d.c. area dodged a bullet. from here on up to boston as you said 6 million people are out of trouble. here is one of the trouble spots in alexandria virginia a giant tree came down. broke some of the power polls. and they are busy working here at 7:40 tonight eastern time. can you see the guy in the bucket truck up there tieing in some wire and they are working furiously to try to get everything back to normal. now, this is a huge inconvenience for customers. they sometimes complain to the power companies because they are out of power for so long. days at a time. power companies understand. here is one official who talked to us earlier. let's listen. >> you have to elm empathize. it is very very traumatic to lose your power. i mean, you lose a sense of control of your family, it

disrupts the continuity of your life. so we understand that. we just use it as impetus to go out and work as long and as safely as we can to get the power restored. >> so it's difficult and dangerous work and it could take days before 6 million people are restored to some semblance of normalcy in the impact area. shep, back to you. >> shepard: many, many days. steve centanni alexandria, west virginia. the many of those without power long island alone 80% of the population is in the dark even now. a work crew from texas came to lend a hand but officials say it could take more than a week to get things back up and running. they are already worried it could be longer that doesn't begin to address the damage the storm did to so many pandemic's homes and builds. firefighters at the scene of yet another fire. many of the homes that did survive the storm are in really bad shape. new data from the national weather service shows sandy's strongest winds peaked in and around new york city. a new look at breezy point

neighborhood. look at that all of it. that neighborhood in queens, new york. and here was the scene when the waters raised in and the fires destroyed more than 100 homes heavily damaging 20 more. today on "studio b," we heard from one guy who rode the storm out with his family. and he said his home was only about five houses away from the fire's edge. when the water rushed through the windows, it looked like a scene out of the movie titanic. >> we were surrounded by water so we had to move to higher ground. so we went up to the deck where we had the generator outdoors, of course. and naturally i pulled that plug from the pumps. and the house was going up in fire and it was a mistake but i -- i mean, the water was right there. >> his house did not burn. took these pictures showing the damage around it the storm washed away three of his cars. he now says he wishes he had evacuated his relatives, including his 96-year-old grand mother-in-law.
